The Unified Global Commonwealth shall be run with a Hegemon (A baby in the Womb), A consulate and vice-consuls for every nation that accepts such a convention, and a Directorate for each of the reperesenting types of participation. These Directorates and Consulates shall be served to advise the observers of the Hegemony. The Observers of the Hegemony shall determine how to advise the populace.
The Representing Observer of the Hegemon shall be an ignorant with citizenship, and as they are educated policy for sanctions and mandates shall be refined. This term of service for the observation team can be no more than twenty-nine years.
Citizenship shall be determined on an individual basis, by a resolution of 5 years total of community service- including but not limited to child-bearing, child-rearing, experimental tests for parentship, environmental care-taking, and time served in emergency preparedness positions (only a percentage of the time shall be considered if salaries or payments are included for the work).
Citizenship shall be considered a responsibility; A citizen shall hold no priveleges, titles, or governmental ties that is not available to everyone.
A citizen shall have the duty to uphold the reputation of the commonwealth and the responsibility to see to the fitness, cleanliness, and technological capacities of the community(ies) that the citizen chooses.
All proprietaries and citizens shall be held to the High and Common Law:
